A regional social services director appointed by a regional social services board shall have all the powers and duties of a director of social services provided by N.C. Gen. Stat. § 108A-14 and other applicable laws. The director shall also have the authority to enter contracts, in accordance with the Local Government Finance Act, Chapter 159 of the N.C. Gen.
