It is declared to be in the interest of the public welfare of North Carolina that those engaged in “coastal fisheries,” as defined in N.C. Gen. Stat. § 113-129, shall be permitted and encouraged to act jointly and cooperatively for the purposes of promoting the common good, welfare, and advancement of their industry. (1967, c. 890, s. 2.)
