Terms Used In North Carolina General Statutes 143B-411.3

  • Quorum: The number of legislators that must be present to do business.
  • state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall be construed to include the said district and territories and all dependencies. See North Carolina General Statutes 12-3

The Council shall meet at least quarterly or at the call of the chairman or a majority of the Council. A quorum shall consist of a majority of the Council. Designees of Council members serving by virtue of office shall be entitled to vote. The Chairman of the Council shall be elected from the membership. The selection of a member as chairman shall have no effect on the member’s voting privileges. Council members who are seated by virtue of their office within State government shall be compensated at the rate specified in N.C. Gen. Stat. § 138-6 Council members who are members of the General Assembly shall be compensated at the rate specified in N.C. Gen. Stat. § 120-31 Other Council members shall be compensated at the rate specified in N.C. Gen. Stat. § 138-5 (1983 (Reg. Sess., 1984), c. 1085, s. 1.)
