Challenges of legislative decisions of governing boards, including the validity or constitutionality of development regulations adopted pursuant to this Chapter, and actions authorized by N.C. Gen. Stat. § 160D-108(h) or (i) and N.C. Gen. Stat. § 160D-1403.1 may be brought pursuant to Article 26 of Chapter 1 of the N.C. Gen. Stat..
