(a) Every library covered by N.C. Gen. Stat. § 153A-272 shall make available to the public the application forms described in N.C. Gen. Stat. § 163-82.3, and shall keep a sufficient supply of the forms so that they are always available. Every library covered by N.C. Gen. Stat. § 153A-272 shall designate at least one employee to assist voter registration applicants in completing the form during all times that the library is open.

(b) If approved by the State Board of Elections, the county board of elections, and the county board of commissioners, a county may offer voter registration in accordance with this section through the following additional public offices:

(1) Senior centers or facilities operated by the county.
