Any person who willfully violates a cease and desist order of the Commissioner under N.C. Gen. Stat. § 58-28-20, after it has become final, and while such order is in effect, is subject to the provisions of N.C. Gen. Stat. § 58-2-70. (1989, c. 485, s. 15.)
