(a) Each plan shall require participation:
(1) By all insurers licensed in this State to write the kinds of insurance covered by the specific plan;

- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall be construed to include the said district and territories and all dependencies. (2) By all insurance producers licensed and appointed to represent those insurers for that kind of insurance; and
(3) By every statistical organization that makes rates for that kind of insurance.
