The Commissioner may, after notice and hearing, promulgate reasonable rules and regulations as are necessary or proper to carry out the provisions of this Article. Such rules and regulations shall be subject to review in accordance with N.C. Gen. Stat. § 58-67-155. (1977, c. 580, s. 1; 1979, c. 876, s. 1.)
