All contracts that the Department of Transportation may let for construction, repair, maintenance or those services listed in 49 U.S.C. App. § 2210(a)(16) in furtherance of this Article shall be let in accordance with the provisions of N.C. Gen. Stat. § 136-28.1 (1983 (Reg. Sess., 1984), c. 1033, s. 1; 1991, c. 430, s. 2.)
