Except as otherwise provided by this section, a proceeding under this chapter must be commenced in the county in which the child resides. If a child in need of protection is alleged,    the proceeding may be brought in the county in which the child is present at the time the proceeding is commenced, the county in which the child has resided for the majority of the thirty days before the date of the alleged need for protection, or the county in which the alleged need for protection has occurred. The court shall determine the appropriate venue for a child in need of protection based on the best interest of the child.
