2.    No employer may knowingly allow, permit, or authorize a driver to drive a commercial motor vehicle during any period:

a.    In which the driver’s commercial driver’s license is suspended, revoked, or canceled by any state or in which the driver is currently disqualified from driving a commercial vehicle or subject to an out-of-service order in any state; or b.    In which the driver has more than one driver’s license.
