N.Y. Education Law 6281 – Municipal regulations
§ 6281. Municipal regulations. (a) No county, town or village, including but not limited to the city of New York, shall have the power to modify or change the plans and specifications for facilities to be provided pursuant to agreements between the dormitory authority and the city university construction fund, or the construction, plumbing, heating, lighting or other mechanical branch of work necessary to complete the work in question, nor to require that any person, firm or corporation employed on any such work shall perform any such work in any other or different manner from that provided by such plans and specifications, nor to require that any such person, firm or corporation obtain any other or additional authority or permit from such county, city, town or village, including but not limited to the city of New York as a condition of doing such work, nor shall any condition whatever be imposed by any such county, city, town or village, including but not limited to the city of New York in relation to the work being done pursuant to the aforesaid agreements, and such work shall be in accordance with the drawings, plans, specifications and contracts in relation thereto; and the doing of any such work for the dormitory authority by any person, firm or corporation in accordance with the terms of such drawings, plans, specifications or contracts shall not subject said person, firm or corporation to any liability or penalty, civil or criminal, other than as may be stated in such contracts or incidental to the proper enforcement thereof.

- Contract: A legal written agreement that becomes binding when signed.
- Corporation: A legal entity owned by the holders of shares of stock that have been issued, and that can own, receive, and transfer property, and carry on business in its own name.
(b) Notwithstanding any other provision of this article or any other law, any contract let by the dormitory authority and/or the city university construction fund for the purposes of this article shall be in conformity with the provisions of § 101 of the general municipal law.
