§ 424. Employees at quarter horse race meetings. At least eighty-five per centum of the persons employed each day in the operation and conduct of pari-mutuel betting at quarter horse race meets licensed pursuant to sections two hundred twenty-two through seven hundred five of this chapter shall be citizens of the United States of America and residents of the state of New York for at least two years immediately prior to the commencement of such employment. Each person, prior to his employment in the operation and conduct of pari-mutuel betting at quarter horse race meets, shall be required to execute and submit to the corporation or association by which he is employed a duly verified affidavit setting forth his qualifications for employment pursuant to the provisions of this section.
