The Secretary of State may designate one or more of the secretary’s clerks or assistants, in the secretary’s name, to sign or countersign or sign and countersign vouchers, official acts of the Governor or the Legislative Assembly and other papers, documents and certificates requiring the signature of the Secretary of State.
