(1) The Oregon Film and Video Office is created as a semi-independent state agency subject to ORS § 284.300 to 284.375.

(2) Subject to legislative appropriations, the State of Oregon recognizes a continuing obligation to contribute to the support of the Oregon Film and Video Office.
