(1) Upon receipt of an application filed as provided in ORS § 285A.669, the Oregon Infrastructure Finance Authority shall determine whether the plans and specifications for the proposed project set forth in or accompanying the application are satisfactory.

(2) If the authority determines that the plans and specifications are not satisfactory, the authority may:

(a) Reject the application.
