Notwithstanding the fact that the proceedings under ORS § 376.705 to 376.825 have provided that assessments are to be levied as contemplated by ORS § 376.735, the legislative body, at any time and either before or after the adoption of the resolution provided for in ORS § 376.780 (1), may determine that such assessments shall not be levied. In lieu thereof the legislative body may provide for the payment of all or any part of the amounts referred to in ORS § 376.790, out of general funds of the city or out of any other available funds.
