(1) There is established in the General Fund of the State Treasury an account consisting of moneys received by the Department of Human Services for child welfare services, to be known as the Services to Children and Families Account. All moneys in the Services to Children and Families Account are continuously appropriated to the Department of Human Services and shall be used by the department for the purposes authorized by law. The moneys in the Services to Children and Families Account are subject to allotment control by the Oregon Department of Administrative Services under ORS § 291.232 to 291.260.

  • State Treasury: includes those financial assets the lawful custody of which are vested in the State Treasurer and the office of the State Treasurer relating to the custody of those financial assets. See Oregon Statutes 174.100

(2) The Department of Human Services shall keep a record of all moneys credited to and deposited in the Services to Children and Families Account. The record shall indicate by separate cumulative accounts the source from which the moneys are derived and the individual activity or program against which each withdrawal is charged.

(3) In addition to sources provided under other laws, the sources of moneys in the Services to Children and Families Account may include amounts paid to the Department of Human Services by other organizations and state agencies in support of the department’s programs and activities and other moneys received by the department that are incidental to its operations.
