No county shall exempt any building from requirements of the structural code relating to:

- Structural code: means the specialty code prescribing structural standards for building construction. See Oregon Statutes 455.010
(1) Fire egress, fire retardant, smoke alarms and smoke detectors;
(2) Maximum bending stress allowed by the structural code for structural members; or
