(1) The Department of Environmental Quality shall require as a condition to issuing or renewing a disposal site permit under ORS § 459.245 that a place for collecting source separated recyclable material located either at the disposal site or at another location more convenient to the population served by the disposal site is provided for every person whose solid waste enters the disposal site.
