After consideration of technical and economic feasibility, the Department of Environmental Quality and all persons in Oregon shall encourage the management of used oil in Oregon as follows:
(1) First, to reduce the amount of used oil generated;
(2) Second, to reuse oil by rerefining the oil; and
(3) Third, to recover energy from the used oil and use the oil for other secondary uses. [1993 c.527 § 3]
