The decision of an agency to refuse to issue a Green Permit is not subject to judicial review. The decision of an agency to issue a Green Permit may be appealed in accordance with the provisions of ORS § 183.484 pertaining to review of an order in other than a contested case. [1997 c.553 § 6]
