Districts situated within a radius of 10 miles of a city of over 100,000 population may, in addition to the powers granted by ORS § 478.210, 478.221 and 478.240 to 478.280, install, maintain and operate systems of street, road or highway lights. The lights shall be maintained upon the streets, roads or intersections as the board considers is needed to furnish the best lighting service to the residents and properties in the district.
