Any agency or political subdivision of this state may purchase a right to the use of conserved water, as defined under ORS § 537.455, or accept a gift of a right to the use of conserved water as defined under ORS § 537.455. If an agency or political subdivision requests that the conserved water remain in the stream, the commission shall manage the water in a manner that results in the conserved water remaining in the stream.
