When an irrigation district has entered into any contract with any governmental agency of the United States for a loan under ORS § 548.305 to 548.325, the board of directors of the district may levy annually assessments upon the lands in the district or bill the water users directly for the purpose of carrying out and complying with the terms and provisions of the contract.
