ORS § 633.738 does not apply to any local measure that was:

(1) Proposed by initiative petition and, on or before January 31, 2013, qualified for placement on the ballot in a county; and

(2) Approved by the electors of the county at an election held on May 20, 2014. [2013 s.s. c.4 § 4]

633.741 was enacted into law by the Legislative Assembly but was not added to or made a part of ORS Chapter 633 or any series therein by legislative action. See Preface to Oregon Revised Statutes for further explanation.
