In order to determine whether an individual qualifies as a family member by reason of affinity, as that term is used in ORS § 657B.010, consideration shall be given to whether there exists a significant personal bond attributed to factors, established by the Director of the Employment Department by rule, that, when examined in total, resemble a family relationship.
