For purposes of statutes mandating kinds or amounts of coverage that motor vehicle liability policies must contain, the following shall not be considered motor vehicle liability policies:
(1) Comprehensive general liability policies.
(2) Excess liability policies.
(3) Umbrella liability policies. [1993 c.709 § 10]
