Any claim that an electric company has failed to comply with ORS § 757.600 to 757.667 shall be filed as a complaint with the Public Utility Commission pursuant to ORS § 756.500. After reasonable notice to the electric company and exhausting all available remedies before the commission, any person injured by an electric company’s failure to comply with any provision of ORS § 757.600 to 757.667 may file an action in the circuit court for the county where the electric company has its principal business office in this state for an order requiring compliance with ORS § 757.600 to 757.667.
