Notwithstanding ORS § 153.675, all of the amounts paid to the City of Portland under ORS § 153.640 from citations issued under ORS § 810.444 may be used only for the costs of operating and maintaining fixed photo radar units in urban high crash corridors, as defined in ORS § 810.443, and for improving traffic safety for all modes of transportation.
