This chapter shall not:
(1) Preempt the authority or relieve the duty of other law enforcement agencies to investigate and prosecute suspected violations of the law.
(2) Limit any of the powers granted elsewhere in this title or other laws granting authority to the director, or the director’s designee, to investigate possible violations of this chapter and take appropriate action against wrongdoers.
