(a)  Wherever in the general or public laws, or any rule or regulation, any reference to the “department of mental health, retardation and hospitals” or to “department” shall appear, it shall be deemed to mean and shall mean “the department of behavioral healthcare, developmental disabilities and hospitals.”

(b)  Wherever in the general or public laws, or any rule or regulation, there appears any reference to “mental retardation” or “retardation” as it relates to developmental disabilities, said reference shall be deemed to mean and shall mean “developmental disabilities,” and shall upon enactment of this section be referred to as “developmental disabilities.”
