Rhode Island General Laws 42-28.1-6. Payments
(a) Each of the chiefs of the various agencies shall supply to the chief of training, division of personnel, on or before the first day of September of each year, a list of all members of their respective agencies who have received incentive credits. The chief shall certify the amount of incentive pay for each city and town, and the state controller is hereby authorized and directed to draw his or her orders on the general treasurer for payment to the chief of the sums to be certified to be distributed by him or her to the several city and town treasurers for payment to the eligible police officers; provided, however, that if the appropriation in any fiscal year is not sufficient to pay in full the total amount which is eligible to be distributed during the fiscal year, the maximum amounts which the eligible police officers are eligible to receive shall be ratably reduced to the level of the appropriation. The state shall not be responsible for payment of any of the “eligible expenses” as defined in § 42-28.1-5 except for payment of the eligible expenses of deputy sheriffs. Payment of all other expenses shall be the exclusive responsibility of the respective city or town.

- Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
- Fiscal year: The fiscal year is the accounting period for the government. For the federal government, this begins on October 1 and ends on September 30. The fiscal year is designated by the calendar year in which it ends; for example, fiscal year 2006 begins on October 1, 2005 and ends on September 30, 2006.
- town: may be construed to include city; the words "town council" include city council; the words "town clerk" include city clerk; the words "ward clerk" include clerk of election district; the words "town treasurer" include city treasurer; and the words "town sergeant" include city sergeant. (b) Individual incentive payments shall remain fixed at the dollar amount obtained by the incentive point score attained as of September 1, 1978, and will not increase until the additional required incentive points have been earned.
(c) No participant in this program shall receive an incentive award in an amount less than the amount he or she received in the fiscal year ending June 30, 1979.
(d) Those who are participants in this program as of September 1, 1978, and who do not have a degree nor are enrolled in a degree program, must enroll in a degree program by January 1, 1980, in order to be eligible for the incentive award payments.
