(a)  Federal funds receipted by “self supporting” or “proprietary” state agencies that derive all their financing from sources other than the general fund are exempt from the provisions of § 42-41-5 and § 42-41-6. Colleges and universities under the control of the board of governors for higher education are also exempt from these provisions.

(b)  Whenever in carrying out any specific project or service the cost of which is to be paid by the federal government, it is necessary for the state to make payment in the first instance subject to reimbursement in full by the federal government, the state controller and the general treasurer are hereby authorized to make such payments upon the receipt of daily authenticated vouchers provided such payments are authorized by the appropriation, reappropriation, or approvals specified in § 42-41-6 above by the governor, speaker of the house, and president of the state senate.
