It shall be unlawful to operate a motor vehicle on any of the property described in § 10-11-40 and subsection (2) of § 10-11-80 at a speed in excess of ten miles per hour. All of the state laws regulating traffic upon the highways and streets shall apply to the operation of motor vehicles within the area, except as modified hereby.
