Notwithstanding the provisions of § 40-7-280 or any other provision of law, a person licensed as a cosmetologist, esthetician, or manicurist pursuant to Chapter 13 of this title may practice, within the scope authorized by the person’s license, in a barbershop registered in accordance with this chapter.
