Unless specifically made applicable, the provisions of this chapter except those contained in Articles 3, 9 and 23 and §§ 56-5-1590 to 56-5-1620 shall not apply to persons, motor vehicles and other equipment while actually engaged in work upon a highway but shall apply to such persons and vehicles when traveling to or from such work.
