Terms Used In South Carolina Code 58-12-360

  • Franchise: means an initial authorization, or renewal of an authorization, issued by a franchising authority regardless of whether the authorization is designated as a franchise, permit, license, resolution, contract, certificate, agreement, or otherwise, that authorizes the construction and operation of a cable or video services network in the public rights-of-way. See South Carolina Code 58-12-300
The holder of a state-issued certificate of franchise authority must comply with customer service requirements that are no more restrictive than the standards in 47 C.F.R. § 76.309(c). The South Carolina Department of Consumer Affairs must receive complaints from customers of the holder of a state-issued certificate of franchise authority in accordance with § 37-6-117. Contact information for the Department of Consumer Affairs must be printed on the customer’s bill.
