- school bus: shall be construed to mean every motor vehicle owned by a public or governmental agency and operated for the transportation of children to or from school or privately owned and operated for compensation for the transportation of children to or from school. See South Carolina Code 59-67-10
Each school bus must come to a complete stop with clutch disengaged before any passenger is permitted to alight or enter.
