For the purposes of this chapter, an “available for lease” or other similar message is not considered advertising material. Any public service message is considered advertising material if it is a bona fide public service announcement which encompasses not less than twentyfive percent of the sign face and is the same color as the painted background of the sign face. The public service message may include name and telephone number of the owner.
