Any operator’s license, motorcycle operator’s license, restricted minor’s permit, motorcycle restricted minor’s permit, instruction permit, motorcycle instruction permit, or nondriver identification card issued to any individual under twentyone years of age expires thirty days after the holder’s twentyfirst birthday. The Department of Public Safety shall promulgate rules, pursuant to chapter 1-26, to provide for the prorating of driver license and nondriver identification card fees for persons under twentyone years of age if the license or nondriver identification card would be valid for less than a fiveyear period.
