Subject to § 38-7-3.1, all of the functions of the State Conservation Commission provided for in this chapter and chapter 38-8 relative to conservation districts, shall be performed by the Division of Resource Conservation and Forestry created by this chapter, under the direction and control of the director of the Division of Resource Conservation and Forestry.
