(a) Subject to appropriations, the department shall issue grants to support the installation of powered, height-adjustable, adult-sized changing tables in single occupancy family restrooms in privately and municipally owned buildings open to the public across this state. In awarding grants, the department shall prioritize geographical diversity among the grand divisions and higher traffic facilities. Applicants for grants must be either private or municipal entities located in this state. The award must be used for facilities that are open to the public within this state.

(b) The commissioner may create and convene an ad hoc committee to advise and assist with grant applications. Committee members must have lived experience or other relevant expertise related to adult-sized changing tables or significant experience supporting individuals with intellectual or developmental disabilities or the aging population. Members serve without compensation, but may receive reimbursement for travel expenses in accordance with the comprehensive travel regulations as promulgated by the department of finance and administration and approved by the attorney general and reporter.
