(a) The commissioner shall keep a register of all applications for certification, license or registration, showing on each the date of application, name, qualifications, place of business, place of residence and whether a license or registration was granted or refused.

(b) The books and register of the commissioner shall be prima facie evidence of all matters recorded in the books and register.
