- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The highway reciprocity board created under Act No. 124 of the Public Acts of 1960, being section 3.161 to 3.177 of the Compiled Laws of 1948, is transferred by a type II transfer to the department of state.
