- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. When federal funds are not available or used for payment of direct financial assistance to persons displaced by the acquisition of property for highways by the state highway commission, the commission may provide direct financial assistance to such persons. Financial assistance authorized by this section shall not exceed the total amount that would have been payable under section 1 if federal funds had been available or used. The commission may adopt rules to carry out the provisions of this section in accordance with and subject to the provisions of Act No. 306 of the Public Acts of 1969, being section 24.201 to 24.313 of the Compiled Laws of 1948.
