- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The secretary of state may issue a special registration to a member of the United States congress from Michigan. The expiration date of a registration issued under this section shall be January 31. The fee for the special registration shall correspond with the registration fees provided in section 801(a) or (q).
