The state board of education may take any necessary action consistent with state law to comply with the provisions of Public Law 531 of the 83rd Congress, known as the “cooperative research act” to encourage research and related activities which are of significance to education and with the provisions of Public Law 10 of the 89th Congress, known as the “elementary and secondary education act of 1965”. The state board of education may accept and expend federal funds available under such provisions and promulgate rules and regulations for the conduct of research, surveys and demonstrations in the field of education and for the purposes of strengthening and improving educational policy and educational opportunities in elementary and secondary education.
