(a) Except as provided for the initial board, the board of directors of a conservation district is composed of five persons, with one director elected from each of the five numbered subdivisions created by the state board under § 201.046 of this code.
(b) The initial board of directors is composed of the two directors appointed by the state board and three elected directors.
