In the event a separate board of trustees for the junior college district is appointed under either procedure set out in § 130.016 or § 130.017 of this code, the board of trustees, consisting of nine members, shall be organized and constituted pursuant to the provisions of § 130.082 of this code, and be governed by the provisions thereof.
